FIREFIGHTERS AND MEDICS extricate driver Earl Lowry, 83, from his overturned Toyota Highlander. They responded to the call at 4:16 p.m. Thursday, April 23, on Marks Ridge Drive, just west of Jones Road. The vehicle tumbled down the embankment after moving too close to the edge. Lowry was taken by ambulance to Samaritan Regional Medical Center. He had no passengers in the vehicle, and no citations were issued.

April 26

9:41 a.m. - Cho Tam, 28, cited for speeding, 59 mph in a 35-mph zone, Main and 4th.

12:33 p.m. - Robert Alan Kelley, 30, cited and released in field on Albany warrant for failure to appear, 900 block of Main.

12:57 p.m. - R.C. Phillips, 51, arrested by Oregon State Police on Sweet Home warrant for failure to comply on original charge of third-degree theft.

2:07 p.m. - Caller reported a dog wandered up to the caller's house and had been there for an hour, 12th and Osage. Dispatch was able to contact the owner and exchange information between parties to return the dog.

4:38 p.m. - Caller reported that someone keyed the caller's vehicle and cut brake lines, 38400 block of Highway 228.

7:17 p.m. - Caller reported a dog just attacked his cat, 2200 block of Main. The cat had a possible broken leg. Officer warned the owner of the dog for maintaining a dangerous dog. Parties agreed to handle things civilly.

7:20 p.m. - Caller asked a neighbor to stop doing burnouts in the front yard, and the neighbor threatened to kill the caller, 900 block of 6th. Officer responded. Parties separated. Officer counseled the neighbor for his action.

8:04 p.m. - Caller found a debit card at Subway, 1280 10th Ave. Placed in found property.

8:25 p.m. - Ryan Joseph Hutchinson, 32, arrested for restraining order violation, 4800 block of Main. Transported to Linn County Jail. Officers had located Hutchinson previously on mill property off Clark Mill Road, where a caller had reported a male living in a camper. Officer had advised him to remove his belongings from the property.

11:28 p.m. - Caller reported that someone crashed into her garbage cans and then sped off, 400 block of W. Holley. Officer contacted the caller, who just wanted the incident documented. No damage to garbage cans.

April 25

3:52 a.m. - Deputy contacted a female transient at a dispersed camping site, 49000 block of Quartzville. She said she intends to reside there for now. Deputy advised her the site was for recreational use and not residence. She was advised to vacate the site.

5:50 a.m. - Caller reported a neighbor's dog barking, 2300 block of Harding. Officer responded. No indication of crime or suspicious activity. Information noted.

8:20 a.m. - Caller reported her son's bicycle was moved from the backyard to the front during the night, 1800 block of 18th. Officer responded. Information noted. Caller to review neighbor's security footage and call police if anything is found there.


11:59 a.m. - Caller reported a piece of a steel drain sticking up in the roadway, 1900 block of Main. Officer responded to find a piece of metal that appeared to have been run over several times. Officer was able to clear the roadway. Public Works advised.

12:40 p.m. - Officer delivered prescription medication, 1200 block of Nandina.

3:21 p.m. - Caller reported small trees down on the railroad, 12th and railroad. Officer responded. Branches removed from the track.

4:50 p.m. - Caller reported a male slumped over in a wheelchair, 12th and Long. Officer responded. Male was fine but slightly intoxicated.

April 24

1:37 a.m. - Callers reported a male yelling and cursing in the roadway and two males fighting in the roadway, 53rd and Poplar. Officer responded. Verbal-only dispute between a father and son. Officer counseled them for their behavior.

4:25 p.m. - Curtis Allen Cody, 46, cited on Lebanon warrant for probation violation on original charge of driving under the influence, 1700 block of 11th.

11 p.m. - Caller reported a male in a wheelchair in the roadway, 800 block of Main. Officer contacted the male, who had moved out of the roadway, and advised him to stay off the roadway.

April 23

12:39 a.m. - Veronica Sue Szuch, 23, cited and released in field on Sweet Home warrant for failure to comply on original charge of second-degree theft and Albany warrant for failure to appear, 2405 Main St., 7-Eleven.

1:11 a.m. - Tcheche Yvet Troche, 41, cited and released in field on Brownsville warrant for failure to appear and Albany warrant for failure to appear on original charge of third-degree theft, 24th and railroad tracks.

8:48 a.m. - Christopher Rowton, 50, cited and released in field for third-degree theft, 666 43rd Ave.

11:07 a.m. - Gary Johnson, 26, arrested on state warrant for parole violation on original charge of unauthorized use of a motor vehicle and Linn County warrant for probation violation on original charge of driving under the influence, failure to appear on a criminal citation and probation violation on original charge of recklessly endangering another person; and Tiffany Bates, 19, cited and relased in field on Linn County warrant for failure to appear on original charges of possession of methamphetamine, possession of heroin and carrying a concealed weapon and a new charge of third-degree theft, 621 Main St., Thriftway. Johnson transported to Linn County Jail. Caller had reported a male and female walking out of the store with a bag full of items without paying.


2:07 p.m. - Caller reported being scammed online, 1400 block of Elm. Caller did not lose any money. He had already contacted his credit card company.

3:49 p.m. - Caller found a syringe in her shrub, 4900 block of Locust. Officer disposed of syringe.

4:16 p.m. - Caller reported a Toyota Highlander was headed west on Marks Ridge Drive, 43300 block of Marks Ridge. The vehicle got too close to the edge of the road and slowly rolled down an embankment, landing on its roof. The 83-year-old male operator was taken to Samaritan Regional Medical Center in Corvallis for minor injuries.

4:57 p.m. - Ronald White, 61, cited for careless driving, west city limits. Callers had reported a motor home speeding and unable to maintain lane.

5:25 p.m. - Caller reported a theft the previous day, 621 Main St., Thriftway. Report taken.

6:08 p.m. - Caller reported that neighbors were putting bullets on their bonfire, 1300 block of Clark Mill. Officer contacted a neighbor, who denied the complaint but did say they were firing a BB gun. Neighbor advised of ordinance against using a BB gun.

9:09 p.m. - Deputy found an illegal camp, 49000 block of Quartzville. Campers were to leave in the morning.

9:48 p.m. - Caller reported the theft of milk, 621 Main St., Thriftway. Report taken. Loss valued at $1.29.

10:15 p.m. - Caller reported a theft, 621 Main St., Thriftway. Report taken.

April 22

7:55 a.m. - Caller reported a single-vehicle crash, 4700 block of Main, knocking over a cable box and a mailbox. Officer unable to locate vehicle. Report taken.

8:27 a.m. - Caller reported a loose dog, 1700 block of Elm. Dispatch provided the phone number for Linn County Animal Control.

10:23 a.m. - Caller reported a sex offense that occurred in the past year, 51300 block of Quartzville. Report taken.

12:19 p.m. - Deputy located an illegal camp and advised a transient male to vacate the site, 51300 block of Quartzville.

1:53 p.m. - Deputy located an illegal camp and advised a transient female to vacate the site, 49100 block of Quartzville.

3:54 p.m. - Caller reported a theft two days earlier, 621 Main St., Thriftway. Report taken. Loss valued at $17.

6:17 p.m. - Caller reported a theft, 610 Main St., Dan Dee Sales. Report taken. Loss valued at $115.

8:46 p.m. - Jessica Leeann Sanderson, 18, cited for speeding, 60 mph in a 35-mph zone.

8:51 p.m. - Ryan John Avery, 43, arrested on Sweet Home warrant for third-degree theft, Hillsboro.

April 21

11:14 a.m. - Caller reported a garden trellis taken from in front of her house, 1200 block of Nandina. Report taken. Loss valued at $20.

2:50 p.m. - Caller reported that someone backed into her vehicle earlier in the day, 1980 Main St., Bi-mart. Information was already exchanged. She needed police to take a report for insurance purposes.

3:17 p.m. - Caller reported finding a dog, 1500 block of Main. Police unable to take dog as a result of COVID-19 procedures. Caller advised to contact Linn County Animal Control.

5:11 p.m. - Caller reported neighbors were being mean to one of their dogs, 100 block of Nandina. Officer contacted the owner. The owner said that the owner's two dogs don't get along. They are rotated in a large kennel in the backyard. Both appeared to be in good health. The owner is planning to rehome one of the dogs soon.


8:13 p.m. - Robert Eugene Oar, 19, cited for driving uninsured, 1900 block of Long. Caller had reported a vehicle had just sideswiped a neighbor's truck. One vehicle needed to be towed.

10:39 p.m. - Corey Christopher Bradbury, 31, cited and released in field on two counts of harassment, and Kay Lee Lorene Nold, 28, cited and released in field for harassment, 3224 Main St., South Fork manufactured home park.

April 20

8:36 a.m. - Rhyan Coats, 21, cited for speeding, 57 mph in a 35-mph zone, Main and 4th.

9:36 a.m. - Caller reported she believed marijuana plants were growing in her backyard, 1800 block of Fir. She requested that an officer verify it. Officer checked the yard with the caller. Nothing of concern. Typical garden weeds.

10:27 a.m. - Caller found a cell phone in the roadway, Pleasant Valley and Main. Placed in found property.

11:13 a.m. - Robert Butterfield, 32, cited and released in field for second-degree criminal trespass, 1530 Main St., old Santiam Drug. Caller had requested a welfare check on a male lying in the back seat of a vehicle.

5:49 p.m. - Caller reported a neighbors dogs had been barking all day, 16th and Dogwood. Officer responded. No violations observed upon arrival. Officer contacted the caller and advised the caller to contact code enforcement for future problems. Officer contacted the neighbor and advised of the complaint. The resident was aware of the consequences if the behavior continues.

6:49 p.m. - Caller reported being scammed out of $500 by someone selling a firearm online, 1000 block of 14th. Report taken.

7:13 p.m. - Caller reported aggressive dogs in the area, 1100 block of Ironwood. Dogs left the area prior to officer arrival. Caller also wanted to report some harassment problems he has been experiencing. Officer advised him of his options.

9:13 p.m. - James Paul Chapin, 32, arrested on Sweet Home warrant for failure to appear on original charge of resisting arrest, Brookings.
