An Independence man was arrested Monday on a second-degree murder charge in connection to the shooting death of a man south of Albany.

Pedro Martinez-Carrillo, 19, turned himself in to the Linn County Sheriff's Office on Monday and was lodged in the Linn County Jail, according to a press release.
