September 29, 2021



September 20

11:53 a.m. - Caller reported criminal mischief at Yukwah Campground, 51200 block of Hwy. 20. Night deposit box damaged. Under investigation. Report taken. 

12:12 p.m. - Deputy responded to Sheep Creek Road, where two trucks were being removed from the scene. One was over an embankment and a second had sustained “heavy front-end damage.” No injuries, no crime. Drivers were Joseph Simas, 33, of Lebanon, and Travis Longo, 19, of Albany, who were working in the area. 

12:26 p.m. - Deputy contacted occupants of two RVs parked at North River Drive/Foster Dam Road, informed them that they could not camp at the location. They understood. 

6:05 p.m. - Caller complained that neighbor’s peacocks were damaging his landscaping, 700 block of 42nd Ave. Sheriff’s Office responded. Both parties agreed to work toward civil compromise. 

6:23 p.m. - Caller reported a vehicle break-in at McDowell Creek Park, 43100 block of McDowell Creek Drive. Passenger-side window was broken and company-owned bag taken. Inside the bag were miscellaneous documents and an iPad, for which caller had a serial number. Report taken.

6:57 p.m. - James Paul Chapin, 33, was arrested on a Sweet Home Municipal Court warrant for failure to appear on an original charge of resisting arrest, Oregon State Police.

September 21

12:53 a.m. - Franklin Cutbirth, 40, of Sweet Home, was cited for driving while suspended, driving uninsured, expired registration. Long Street/Mountain View Road. 

1:32 p.m. - Single-vehicle crash into power pole, 39600 block of Mountain Home Drive. Driver fled on foot before deputies arrived. Report taken. 

1:42 p.m. - Sheriff’s Office responded to MC600 gate in the 43100 block of McDowell Creek Drive to free a vehicle that was stuck behind the gate. The vehicle had entered CTC property from an open gate off Quartzville Road, had sustained mechanical problems and was unable to return to the original gate. Vehicle was let out. 

2:20 p.m. - Deputies responded to River Bend Campground, 45900 block of Hwy. 20, to meet with an attorney for the property owner regarding trailers and vehicles on property. Attorney posted all trailers and vehicles with notice of trespass and intent to tow vehicles from the property. Billy Richardson and Kaitlyn Carpenter, identified by the Sheriff’s Office as transients in the area, were contacted on the property and arrangements were made to get their items off the property. 

4:34 p.m. - Caller reported theft from a campsite, 48800 block of Quartzville Road. Caller reported the following items stolen: a black Motorola E6 cell phone ($60), a kids camp chair ($15), a tan Titan cooler ($40) and her blue and tan wallet ($20). She also reported fraudulent charges on her Umpqua bank card which was in her wallet. No suspects. Report taken. 

6:46 p.m. - Caller reported a bicycle theft, 1530 block of Tamarack St. A report was taken for second-degree theft.

7:46 p.m. - Caller reported that her daughter was intoxicated and disorderly, 2100 block of Ames Creek Road. An officer contacted the parties involved. A minor physical altercation between the caller and her daughter. The caller did not wish to pursue charges at this time. Jekiah Irene Winnier, 20, was cited and released for being a minor in possession of alcohol.

8:01 p.m. - Elisha Marie Adams, 40, was arrested for failure to comply on an original charge of third-degree theft, Albany Police Department.

September 22

3:17 a.m. - Brittney Renee Duncan, 24, was cited and released on a Lebanon Municipal Court warrant for second-degree theft, 12th Ave./Tamarack St. A consent search of the vehicle was conducted, and drug paraphernalia was seized for destruction.

6:03 p.m. - Micaela Horning, 28, was arrested on an outstanding Douglas County warrant after deputies responded to a report of a disturbance in the 28400 block of Pleasant Valley Road. According to the Sheriff’s Office, during the arrest, Horning resisted and assaulted a deputy, and later spit on another deputy. She was also arrested for harassment for allegedly throwing a bowl at a juvenile male and female. Booked at Linn County Jail on charges of harassment, aggravated harassment, assault on a police officer and resisting arrest. Report taken. 

6:39 p.m. - Caller reported seeing a man open her mailbox, from which she had earlier picked up her mail, 24900 block of Springer Road. Wanted incident documented. 

8:57 p.m. - Mark Robert Hamn, 62, was cited and released on an Albany Municipal Court warrant for driving with a suspended license, 1900 block of Main St.

9:30 p.m. - Deputy stopped to check on reported suspicious person, Hwy. 228/McQueen Drive. Hunting party was sleeping, intending to wake up early to hunt the area. 

10:09 p.m. - Mark Aaron Lamb, 44, was cited and released on a Sweet Home Municipal warrant for failure to comply on an original charge of reckless driving, 1500 block of Main St. He was cited and released on an Albany Municipal warrant for contempt of court. Also cited for driving with a suspended license and driving uninsured.

September 23

8:05 a.m. - Heather Lynn Thompson, 41, was cited and released on a Sweet Home Municipal Court warrant for failure to appear on an original charge of second-degree criminal mischief, Old City Hall.

7:15 p.m. - Dustin James Carper, 37, was cited for driving with a suspended license and driving uninsured, 1200 block of 10th Ave.

9:55 p.m. - Raymond Manuel McKendree, 19, was cited and released on an Albany Municipal Court cite-and-release warrant for second-degree theft, Main St. Market.

11:01 p.m. - Jordan Nicole Swanson-Moore, 31, was cited and released for fraudulent use of a credit card and first-degree theft, 38500 block of Hwy. 228.

September 24

7:34 a.m. - Caller found syringes on the ground, 300 block of Elm St. A responding officer seized and disposed of the items.

9:03 a.m. - Denise Rochelle Burrows, 54, was cited and released on a Sweet Home Municipal Court warrant for failure to comply on an original charge of second-degree disorderly conduct, failure to appear on an original charge of second-degree criminal trespass X5 and failure to appear on an original charge of theft X2, 1100 block of Long St.

11:46 a.m. - Steven Lee Ballweber, 29, was arrested on a Sweet Home Municipal Court warrant for failure to comply on an original charge of being a felon in possession of a restricted weapon, Marion County Jail.

12:50 p.m. - A caller reported the theft of a backpack containing a school computer, 4300 block of Long St. Officer responded; report taken for second-degree theft. Approximate value: $500.

1:47 p.m. - Dustin Andrew Clarneau, 47, was cited and released on a Brownsville Municipal Court warrant for failure to appear on a second-degree charge. Cited and released on an Albany Municipal Court warrant for second-degree criminal trespass. Arrested on a Lebanon Municipal Court warrant for furnishing alcohol to a minor, Sweet Home Police Department, 1950 Main St.

2:35 p.m. - Caller found a longboard in the 1500 block of Main St. The item was placed in Property.

9:28 p.m. - Deputies responded to a report of a suspicious box truck. It turned out to be a delivery of a new fridge to a property owner in the 25600 block of Rice Road. No crimes. 

September 25

Ryan Kelly Rikala, 35, was arrested for third-degree escape. Cited and released on a Lebanon Municipal Court warrant for probation violation, 12th Ave. & Tracks.

10:55 a.m. - Caller reported an apparently slashed tire, 4400 block of Long St. Officer responded, contacted the caller by phone. Report taken. Approximate loss of value: $100.

2:31 p.m. - Earl Ryan Dodge, 27, was cited and released on a Sweet Home Municipal Court warrant for failure to appear on an original charge of offensive littering, failure to appear on an original charge of second-degree mischief and failure to appear on an original charge of third-degree theft, 1900 block of 12th Ave.

5:14 p.m. - Allen Dale Ensley, 32, was cited and released on Sweet Home Municipal Court warrants for failure to appear on an original charge of second-degree criminal mischief X2.

9:57 p.m. - Nicholas Scott Warren, 41, was cited and released on a Lebanon Justice Court warrant for providing false information to police, 1100 block of 12th Ave.

September 26

5:13 a.m. - Oregon State University campus police served a Sweet Home Municipal Court warrant on Ember Ann McAplin, 38, for failure to appear on an original charge of second-degree theft, OSU, Corvallis.

6:23 p.m. - Caller reported a car break-in and purse theft, 600 block of Elm St. Report taken.

8:55 p.m. - Alyssa Deacon, 17, was cited for no valid operating license and driving uninsured, 15th Ave./Main St.

September 27

12:52 a.m. - Jennifer Michele Rictor, 44, was cited and released on a Linn County Circuit Court warrant for first-degree criminal mistreatment. Cited and released on Lebanon Municipal Court warrants for failure to appear on an original charge of driving under the influence of intoxicants X2, 1100 block of Poplar St.
