‘Safe harbor’ agreement aims to help owls, landowners

Federal and state agencies have reached a “landmark” agreement that assures that private forest landowners can continue to manage for long-term, sustainable timber harvests while also enhancing northern spotted owl habitat.

The agreement is part of a new draft recovery plan for the spotted owl, which has been listed as a threatened species in the Northwest for the last 20 years, prompting a near-shutdown of logging in state and national forests during that period.
