Two Foster residents have been charged with animal abuse, after Linn County Sheriff’s officers served search warrants and recovered two mares, a foal and a gelding Feb. 18.
Charged with two counts of first-degree animal neglect was Richard Stevens, 58, owner of Three Springs Ranch. He was also charged with one count of second-degree animal abuse. Also charged was Melissa Leeann Corliss, 31, who was charged with one count of first-degree animal neglect.
