He was born Oct. 1, 1968 in Commerce, Texas, to Freddy Earl and Jessie Mae (Stover) Milligan.
He lived in Paris, Texas, Valliant, Okla., Ft. Worth, Texas, and in Lebanon, settling in Oregon in 1986.
Mr. Milligan enjoyed camping and making dream catchers. He loved to play the Oregon Lottery.
