I have a few questions regarding Councilman Jim Bean’s so call ” license for cats” (April 4). It is very apparent that he hates cats. So Mr. Bean, if cats have to be licensed, this would mean they would have to wear collars. Have you ever seen a cat climb a tree or a fence? Their collars get caught and they hang themselves. I am sure that would please you, but all I see…
