Don Hopkins was named the Special Districts Association of Oregon’s 2003 Outstanding Special Districts Volunteer.
He would have received the award on Feb. 8, but he was busy at the annual Chamber of Commerce awards presenting the First Citizen Award. He thought it was more fun giving an award to Alex and Debbie Paul than going to the Hilton in Portland for the award presentation.
