Two Foster residents were arrested last week on a variety of animal neglect charges after Sheriff’s deputies served a search warrant at Three Springs Ranch on Jones Road, Sheriff Tim Mueller said.
Richard Stevens, 62, and Melissa Leann Corliss, 34, were arrested at the ranch, 28600 Jones Road, on Thursday morning, Mueller said. Stevens was charged with 20 counts of second-degree animal neglect, 13 for horses found on the property and seven for dogs.
