George was born to the late Howard and Evelyn Boughner, July 2, 1930, in Saskatoon, Saskatchewan, Canada. He was raised and educated in Saskatchewan. He received a BA in Psychology and some years later he received a Fellowship from the Insurance Institute of Canada. He met and married Rae Etta Burningham in 1967.
