Karl James Proctor, 83, of Sweet Home died Nov. 30, 2013.
He was born Sept. 26, 1930 in North Reading, Mass. to Edith (Needham) and Karl Herbert Proctor. He attended Reading High School, and, graduated in 1948. He was the freshman class president, and president of the Sigma Alpha Epsilon Fraternity at Norwich University in Vermont. In 1953, he graduated with a bachelor of science in civil engineering.
Upon graduation, Mr. Proctor received a commission as a reserve 2nd lieutenant in the U.S. Army. In 1953, he served in Korea as an officer.
At Fort Baker in California, he was an underwater diver in the San Francisco Bay. He was discharged from the Army as a 1st lieutenant in 1956, and moved to Colorado Springs, Colo. to work for Skidmore, Owings, & Merrill. While there, he helped construct the Air Force Academy. Then, he married Georgine Doyen and raised two daughters. The Proctors divorced after nearly 40 years of marriage.
Mr. Proctor worked for the U.S. Department of the Interior’s Bureau of Indian affairs, in New Mexico. Later, he became employed with the U.S. Army Corps of Engineers, where he worked for 30 years. On Valentine’s Day 2008, he married Ann Beoka of Sweet Home, Oregon.
Mr. Proctor is survived by his wife, Ann Proctor; daughters Julie Driscoll and son-in-law Micheal, of Peoria, Ill, and Linda Jaqua and finance Steve Prowant, of Happy Valley; step-daughters Krissy Beoka of Boise, Idaho and Kathy Beoka of Lebanon; four grandchildren; and his sister, Louise Shields and brother-in-law Ken of New Durham, N.H.
He was preceded in death by a sister, Priscilla (Loud) DeGroot of Wilmington, Mass., and a brother, Arthur Proctor of North Reading, Mass.
A graveside service is planned for 10 a.m. on Dec. 23 at Willamette National Cemetery in Portland. A reception will follow at the home of Linda Kay Jaqua and Steve Prowant.
In lieu of flowers, donations to the Disabled American Veterans are preferred.
