Oregon Supreme Court rejects ODOT’s 2022 union labor rules

The transportation agency required that eight large projects must use union labor, but the court says ODOT’s process was fatally flawed.

The Oregon Supreme Court ruled April 10 against the Oregon Department of Transportation and in favor of the Oregon-Columbia Chapter of the Associated General Contractors of America in a dispute over a rule ODOT imposed in 2023, requiring union labor on eight projects around the state.
