He was born April 11, 1938 in Eugene to Paul James Sr. and Elsie Bertha (Lucier) Baker.
Mr. Baker was raised in the Springfield/Eugene area. He moved to Salem with his mom in the 1950s. In 1998 he moved in with his sister Barbara in Lebanon and, in 2010, he moved to a care home…
