July 27

1:01 a.m. – Caller reported females driving by her house yelling and cursing at her, 1000 block of 23rd. Info noted.

3:52 a.m. – Yamhill County Sheriff’s Office arrested Robin David Fox, 30, on a Sweet Home warrant for failure to comply, theft of services.

July 26

1:14 a.m. – Caller reported his son was intoxicated and belligerent, 1300 block of Clark Mill. Officer responded, verbal only. Have convinced the son to go to bed.

1:56 a.m. – Albany Police cited and released Tyrone Paul Perrine, 31, on a Sweet Home warrant for second-degree theft.

2:34 a.m. – Earl Ryan Dodge, 26, cited for driving while suspended and failure to yield, 1600 block of Main.

3:25 a.m. – Albany Police cited Dustin Clarneau, 45, on warrant for second-degree criminal trespass and offensive littering.

6:58 a.m. – Officer on foot patrol located person who had been excluded from park, 1700 block of 11th, Northside Park. Marie Dawn Thompson, 31, cited for second-degree criminal trespass.

7:53 a.m. – Fire department responding to a trash burning complaint again and requested that police accompany them, 2200 block of Long. Citation pending.

8:43 a.m. – Caller reported ongoing issue with neighbor’s dog in her yard, 2200 block of Long.. Citation issued to Christine Szubart Aspen, 23, for dog at large.

10:27 a.m. – Caller reported male on quad driving at excessive speed, 500 block of Mountain View. Caller’s husband yelled at him. Officer was unable to locate subject on quad, caller requested extra patrol in the area.

10:51 a.m. – Caller reported trying to put some caulking on his residence and his neighbor yelling at him and spraying him with a hose, 1200 block of Nandina. Caller did not wish to pursue charges, requested that officers talk to the female. Officer attempted to talk to her but she was unreceptive. As the officer was leaving, the female passed him and honked at him in a no passing area. She was stopped and warned.

11:38 a.m. – A motorcyclist crashed on 12th and Main. Minor, motorcyclist requested to be checked by medics.

12:30 p.m. – Officer flagged down for a 5-year-old injured at Yellowbottom, 5700 block of Main. Officer requested medics and stood by until they arrived.

2:36 p.m. – Caller reported subject at 4800 block of Main in violation of a restraining order. Subject wasn’t there when officer arrived, and caller stated he wasn’t actually on the property, just in the area.

3:09 p.m. – Daniel Lee Shehorn, 40, cited for driving while suspended and driving while uninsured.

8:46 p.m. – Robert Edward Hilliard cited for driving while suspended, Pleasant Valley Boat Ramp.

7:48 p.m. – Oregon State Police requested a welfare check on a stranded female, Mile 32 of Highway 20. Officer responded, contacted female who had friend on the way to pick her up.

8:17 p.m. – Skylar James Samson, 30, arrested on Brownsville warrant for failure to appear, Santiam Discount.

8:57 p.m. – Caller reported his dog got out and went to the neighbor’s porch, then the neighbor threatened to kill the dog, 1200 block of 23rd. Officer responded, contacted caller and noted information. Ongoing issues with neighbor.

9:51 p.m. – Officer cited David Paul Gruwell, 53, for an Albany warrant for first and second-degree criminal trespass and consuming alcohol in public on the 3200 block of Main.

10:46 p.m. – Caller reported male on property panhandling and would like him trespassed, 2405 Main, Circle K. Officer responded, contacted male who is moving along.

11:49 p.m. – Caller reported Male as returned, 2405 Main, Circle K. Officer responded, male trespassed.

July 25

12:05 a.m. – Winston police department served a warrant to Jacob Andrew Cartwright, 33, for failure to appear on first and second degree criminal trespassing charges.

12:38 a.m. – Linn County Sheriff’s office reported an overdose, 5400 block of Main. Officer responded, medics transported patient to Lebanon Community Hospital.

1:02 a.m. – Caller reported overhearing his neighbors saying they were going to harm him, 1200 block of 23rd. Officer responded, everything quiet on arrival. Officer advised caller to get some sleep.

3:44 a.m. – Caller reported her ex took her vehicle without her permission, 2500 block of Birch. Officer contacted the caller by phone and advised her of her options.

7:41 a.m. – Caller reported a ratchet tool valued at $268 was stolen from outside the caller’s residence, 1500 block of 9th. Report taken.

7:51 a.m. – Caller reported almost hitting a husky on Elm Street. When she stopped it got in the car with her. Dog was placed in kennel and later released.

8:33 a.m. – Caller reported that a white dog with a pink collar was back, 400 block of 10th. Caller asked officers to try to contact the owner. Dispatch tried, but there was no answer.

12:21 p.m. – Group discovered camping on SS200 Road on CTC property, approximately 100 yards from Highway 20. Deputy contacted them and advised them to leave. 44500 block Highway 20/Quartzville Road.

1:04 p.m. – Caller reported a shoplifter at the location 3041 Main, Hoy’s Hardware. Store does not wish to pursue charges. Maimie Antonia Coddington, 30, lodged at Linn County Jail under state parole warrant for second-degree assault and possession of meth.

1:54 p.m. – Caller found a stray dog and has it at his mom’s to pick up, 1200 block of Nandina. Dog placed in kennel, pictures shared to social media.

3:25 p.m. – Multiple callers reported a gray suburban coming into city from the west on highway 20, elderly female driver unable to maintain lane. Officer conducted a traffic stop on the sleepy driver and counseled her.

3:57 p.m. – 4:17 p.m. – Multiple citations issued for vehicles parked in “Boat Trailer Parking Only” parking spots. 44500 block Quartzville Road.

4:22 p.m. – Caller reported $313 worth of items stolen from his vehicle. 44500 block Quartzville Road.

5:52 p.m. – Caller reported drone being flown over her property. 40900 block Peoples Drive.

9:07 p.m. – Caller reported her husband ran over her foot, 1600 block of Tamarack. Officer responded, noted caller’s info and gave her domestic violence and restraining order information.

9:11 p.m. – Lane County Sheriff’s Office reported a disturbance, 1500 block of Tamarack. Officer responded, parties separated. Disturbance was between a mother and son.

10:01 p.m. – Caller reported neighbors having a loud party with a fire pit, 1200 block of 23rd. Officer responded, unable to locate.

10:31 p.m. – Caller reported neighbors still having a party, 1200 block of 23rd. Officer responded, no violations occurring. Caller told to address any issues with management.

July 24

1:16 a.m. – Caller reports people are behind his residence with flashlights, 2200 block of Main. Officer responded, checked the area, and couldn’t find reported activity. Officer cited Sara Kay McBee, 28, on a warrant for failure to appear.

3:07 a.m. – Caller reported a dog wandering through he neighborhood, 1700 block of Fir. Officer responded, dog returned to owner.

5:07 a.m. – Caller reported a male standing next to her ATV, 800 block of Alder. Caller told him to leave and he did so, but she would like him trespassed. Officer responded, but couldn’t locate the man.

7:53 a.m. – Caller found a small injured dog, 1500 block of Tamarack. Officer placed dog in a kennel and notified Linn County Dog Control.

8:15 a.m. – Caller reported a pit bull had killed a neighbor’s cat, but wasn’t sure whose cat it was, 300 block of 7th. Officer responded but was unable to find the cat’s owner. Officer advised caller to notify police when or if the dog is running at large.

8:40 a.m. – Corvallis Police arrested Kevin Earl Terwilliger on a Sweet Home charge of driving on a suspended or revoked license.

9:04 a.m. – Caller reported a gold-colored semi truck without a trailer hit her mailbox and kept driving, 4100 block of Main. Report taken.

9:40 a.m. – Caller reported people camping in park next to her fence, 1700 block of 11th, Northside Park. Officer dispatched, two subjects issued park exclusions.

10:02 a.m. – Caller asked officers to trespass her ex-boyfriend from her home, 1300 block of Sunset. Officer contacted subject, trespassed him from the caller’s residence, and warned him for telephonic harassment.

10:34 a.m. – Caller reported a male subject lying next to the library who was there the previous day as well, 13th and Kalmia. Officer didn’t see anyone near the library, but contacted one subject at a bus stop. Didn’t appear to be causing any problems.

12:28 p.m. – Caller reported resident frequently walking around his property naked. Referred to Linn County Mental Health as info only. 1000 block North River Drive.

1:29 p.m. – Medics responded to a cardiac arrest and death, 1200 block of Osage. Patient is 10 months old. Investigation is ongoing.

5:29 p.m. – Caller reported the license plates on her car were switched a couple months ago, 1800 block of Ames Creek. Officer seized the incorrect plates and took a report for theft.

5:33 p.m. – Citation for vehicle parked in “Sheriff Parking Only” spot. 44500 block Quartzville Road.

5:45 pm. – Vehicle window broken out and items discovered missing from vehicle parked in east parking lot at Lewis Creek Park. 44400 block North River Drive.

5:49 p.m. – Caller reported a homeless person camped out under the cafeteria porch, 5526 Poplar, Foster Elementary School. Officer contacted female who was given a courtesy ride and released to the care of her mother.

6:17 p.m. – Female neighbor was on the porch of the caller’s home despite being told to stay off her property, 1200 block of 44th. Officer contacted both parties and trespassed the female neighbor from the location.

6:51 p.m. – Caller reported a verbal and minor physical altercation, 1500 block of 12th. Officer trespassed a female subject from the location.

7:55 p.m. – Caller reported the female subject was back outside the location yelling, 1500 block of 12th. Officer contacted the subject who was quiet outside the location. She was encouraged to keep it down. Waiting for her father to come get her.

8:46 p.m. – Caller reported her son’s ex girlfriend had taken her stimulus money on May 20, 3000 block of Main. Investigation is ongoing.

9:34 p.m. – Linn County Sheriff’s Office arrested David Arroyo-Sandoval, 39, on a Sweet Home warrant for third-degree theft and failure to comply.

11:42 p.m. – Officers responded to radio reports of a structure fire on 10th and Cedar. Officer assisted. Resident had a smudge burner in the backyard that had recently been extinguished.

July 23

2:55 a.m. – Caller reported a man standing outside staring at neighbor’s property, 500 block of Mountain View. Officer responded and contacted the male, who said he was just walking around in the area. Male was given a ride to another location.

6:44 a.m. – Caller reported a bird bath taken from 600 block of 8th. Officer responded and took a report, approximate loss value of $30.

8:44 a.m.- Caller reported homeless female informed him she may have lost a friend under a building, 54th and Quince. Officer responded, contacted female who assumed someone might be under Foster Elementary School due to the crawl space being unsecured. Officer found no evidence of anyone needing assistance, contacted school maintenance.

10:46 a.m. – Officer cited Dawn Marie Thompson, 31, on warrants for failure to appear in Sweet Home and Linn County courts.

10:57 a.m. – Caller reported a theft that occurred at 9:30 a.m. at 621 Main, Thriftway. Officer responded and took a report, approximate loss of value:$5.19.

11:34 a.m. – Caller reported a debit card was taken from her vehicle that morning and it has been used at different stores in town. Caller did not wish to pursue charges.

12:05 p.m. – Caller reported a bicycle taken from his residence, 3200 block of Main. Officer responded and took a report, approximate loss of value of $124.

12:41 p.m. – Corvallis Police arrested Ruthgayenelle Robins, 47, on a warrant for failure to comply, third-degree theft.

1:05 p.m. – Caller reported her neighbor yells at her over the fence and she’s concerned he will start stalking her, 4600 block of Kalmia. She also wanted to verify that his sex offender registration is up to date. Officer contacted caller by phone, and confirmed that the male is up to date on his registration, and advised the caller on how to obtain a stalking order.

1:59 p.m. – Caller reported a naked male inside Full Gospel Church, 1314 Long. Officer responded, male clothed on arrival. Male was given a bus pass and left the church property as requested.

2:31 p.m. – Caller reported someone broke into a house on the caller’s property, 3200 block of Main. Officer responded and took a report. Nothing appeared damaged or taken and door had not been secured properly. Caller requested extra patrols as time allows.

7:28 p.m. – Caller reported vehicle passing cars in no passing zones, nearly hitting another vehicle head-on, Highway 228 and Fern Ridge. William Henry Berger, 68, cited for failure to carry proof of insurance, failure to obey traffic control device, and failure to install an IID. Berger to get a ride from a friend.

8:13 p.m. – caller reports two juveniles trespassing on vacant property next door, 300 block of 7th. Officer responded and counseled juveniles for their actions.

8:18 p.m. – Caller reported her neighbor’s three dogs were loose. Officer responded, contacted male who had been looking after the dogs for the past few days.

9:01 p.m. – Caller reported a vehicle with multiple flat tires that appeared to have been stripped, 5526 Poplar, Foster Elementary. Officer responded, vehicle on school property. Officer will wait until July 24 to post for removal.

11:29 p.m. – Caller reported someone stole his groceries when he left them unattended at 7-11, 2405 Main. Officer took a report, approximate loss:$35.

July 22

1:44 a.m. – Caller reported his girlfriend hit him and now has someone outside his house to beat him up, 1200 block of 23rd. Officer responded, contacted involved parties, and they agreed to remain separated.

2:10 a.m. – Officer located a male with a warrant on another call, 2400 block of Long. Officer cited Bryan James Watts, 45, on an Albany warrant for possession of a restricted weapon.

5:55 a.m. – Albany police arrested Bryce William McGowan on a Sweet Home warrant for failure to appear for driving while suspended/revoked.

9:28 p.m. – Officer located a Slim Jim at Northside Park. Placed in property.

9:37 a.m. – Jamie Carpenter, 44, cited for driving while suspended, 1300 block of Long.

11:17 a.m. – Multiple callers report female and children screaming, can hear children screaming “stop,” 1500 block of Tamarack. Officer responded to a verbal altercation between daughter, her boyfriend, and daughter’s mother. It was a misunderstanding between the boyfriend and the mother. Parties have separated and left the area on foot.

11:27 a.m. – Worker with NW Natural Gas requested an officer to accompany while locking the meter at location on 5300 block of Osage. Caller advised of delay, then caller requested that officers call when available. Officer responded and assisted.

12:10 p.m. – Caller reported transient female sitting on bench yelling profanities, 1195 Main, Edward Jones. Officer responded, female was leaving location upon arrival and was advised that she was trespassed from the location, as caller requested.

12:35 p.m. – Caller requested prescription pickup for her brother, 3200 block fo Main. Officer responded and assisted.

1:34 p.m. – Caller reported she had fallen, hit her head, and was bleeding, 4900 block of Mimosa. Caller requested medics, an officer responded and assisted until medics arrived.

1:31 p.m.- Caller reported her husband’s bicycle was stolen out of the back of their pickup. Officer responded and took a report for theft, loss valued at $350.

1:47 p.m. – Officer cited Tony Ray Roebuck, 26, during a traffic stop for driving while suspended.

2:37 p.m. – Caller found a loose dog, 10th and Elm. Officer responded and placed dog in kennel.

4:26 p.m. – Caller fell victim to a scam. Officer responded and noted the info:the caller had received a money order, then purchased gift cards to mail to the sender. Activities occurred outside city limits.

4:58 p.m. – Caller reported several people “doing drugs” behind Sweet Home United Methodist Church, 845 6th. An officer checked the area but was unable to locate the reported activity.

5:20 p.m. – Caller reported an employee found a credit card, 890 Main, Towne Pump. The item was placed in found property.

6:14 p.m. – Caller reported someone has her friend’s 10-year-old daughter and is refusing to give her back. Officer responded, the daughter was returned to the mother.

9:00 p.m. – Caller reported three Figaro’s delivery drivers have sped down his street in the last week, 1600 block of Elm. Officer responded, contacted the restaurant supervisor and advised her of the complaint. She said she would address the issue with the manager and delivery drivers.

July 21

12:57 a.m.– Anthony Dale Williams, 18, cited and released in field on Sweet Home warrant for second-degree criminal trespass, 621 Main St., Thriftway.

4:15 a.m. – Earl Ryan Dodge, 26, arrested on Sweet Home warrant for failure to comply on original charge of third-degree escape and cited for driving while suspended, 47th and Main. Cited and released.

6:59 a.m. – Jackalyn Arneson, 27, cited and released in field on Linn County Justice Court warrant for hit and run, 4600 block of Main.

8:06 a.m. – Caller reported someone broke the fuel filter on his lawn mower and drained the fuel, 4100 block of Main. Officer responded, caller requests info be noted.

8:42 a.m. – Caller reported females behind location are fighting, 4100 block of Main. Officer responded, verbal disturbance only, parties have been separated. Homeowner will handle any other disturbances that occur.

9:12 a.m. – Caller reported female neighbor started yelling at him over a parking spot, 1800 block of Fir. Officer responded, advised neighbors to contact management in regard to ongoing parking and civil complaints.

9:28 a.m. – Caller reported front window was broken, 1323 Main, Figaro’s. Officer responded and took a report. Unknown damage value at this time.

9:52 a.m. – Caller reported a vehicle parked at Nandina and 5th for over a week. Officer responded, vehicle bearing license plate YVV832 posted for removal on July 24 at 8 a.m.

10:03 a.m. – Anthony Williams, 18, arrested on a probation violation for alcohol, 1100 block of Juniper. Transported and lodged at Linn-Bention Detention Center.

11:10 a.m. – Caller reported an unknown individual harassed him on Facebook, 300 block of 9th. Officer responded, noted info. Caller deleted his Facebook and blocked the individual. Identity of harasser is unknown, caller advised to call back if he obtains more info.

11:24 a.m. – Caller reported a lost backpack with her prescriptions inside as well as her boyfriend’s in the Sweet Home area. Info noted, property entered.

12:01 p.m. – Caller reported her husband found an Oregon Trail card this morning while on a walk. Officer responded, took the card, and left a business card at the owner’s residence.

12:03 p.m. – Caller reported a male threatened him with his pit bull, 5300 block of Osage. Officer responded, info noted. Caller, who was with NW Natural Gas, requested an escort next time they attend to the location.

12:24 p.m. – Caller reported a male took his baseball cap and walked behind Thriftway, 610 Main, Dan Dee Sales. Officer responded and cited Kenneth Kelley, 35, for third-degree theft and on an Albany warrant for third-degree theft.

1:16 p.m. –Two callers reported a male and female involved in a physical disturbance on 18th and Main. Officer responded, contacted both parties. The female was extremely intoxicated, but calmed down. No injuries.

1:57 p.m. – Caller reported an intoxicated male trying to gain entry to two different apartments and urinated on a telephone pole on the 2400 block of Main. Another caller reported a male jumped in front of a vehicle and used obscene hand gestures at passersby. A third caller reported a man standing in the middle of the roadway, and as the driver went by the male hit his back window. Officers responded and arrested Vincent Holt, 49, on numerous warrants in Corvallis, Lebanon, Albany, Philomath, and Linn County, for criminal trespass, third degree theft, and possession of meth. He was cited and released on numerous warrants and was told to report to jail on August 26.

2:31 p.m. – Caller reported a male had been walking around the field for the last two hours and appeared to be disoriented, 1150 Elm, Elm Street Baptist Church. Officer contacted the male, who was fine, and stated he had permission to be at the location. Will be moving along shortly.

3:12 p.m. – Caller reported a male opened her car door and brandished a firearm and threatened her. Another caller reported a female continues to harass him and his family. An officer responded and took a report. Investigation is ongoing.

3:14 p.m. – Callers reported a male hitting a female, 1100 block of Main. Officer responded, contacted both parties, and medics transported the female to Linn County Hospital. Officer will follow up with the female at a later time to determine charges.

3:36 p.m. – Caller reported a male had been at 1150 Elm, Elm Street Baptist Church, all day, and wanted him to move along. Officer responded, subject gathered his belongings and is on his way.

4:27 p.m. – Caller reported a man lying on the sidewalk. Officer drove by, male was fine and was laying on the grass.

5:08 p.m. – Daniel Pope, 26, of Lebanon arrested on various warrants after he was found hiding under a tarp as Sheriff’s deputies recovered stolen property from Albany police case.

5:16 p.m. – caller reported a male acting strange at 1540 Main, Safeway, and caller wanted him to move along. Officer responded, contacted male, who moved along. No crimes committed.

6:25 p.m. – Caller reports male is suicidal, then another caller calls and reports that the female who called may be suicidal, but he isn’t, 1500 block of Tamarack. Officer responded, the parties are separated, and neither are Peace Officer Hold candidates.

7:05 p.m. – Caller reported a male hanged himself in his garage, 1800 block of Long. Officer responded, report taken.

7:57 p.m.- Caller reported female roommate was intoxicated and belligerent, 1500 block of Tamarack. Officer responded, contacted both parties, and encouraged them to remain separated. Roommate is working on moving out.

8:09 p.m. – caller reported her husband was suicidal and had taken an unknown amount of medication with alcohol, 1800 block of Grape. Ambulance dispatched to assist.

8:11 p.m. – Caller reports several people at Sankey Park arguing. Parties separated and everyone has left. Another caller reported he borrowed a truck from a male and the male came and took the truck back. Male made a statement about getting a gun to shoot the caller. Officer responded, nobody was at the incident, and the caller did not arrive to contact the officer.

8:33 p.m. – Caller reported her ex stole her vehicle. Officer responded and advised her of her options.

8:46 p.m. – Caller reports his neighbor threatened to get a dog to attack caller’s cats because caller’s cats are defecating in his yard, 1300 block of Clark Mill. Officer responded, contacted caller and advised on options to control his cat population. Caller is going to contact neighbor and work out a solution.

9:00 p.m. – Caller reported people tent camping at location who had been advised they could not tent camp, 415 Holley Road, Church of the Nazarene. Officer contacted subjects who will be moving.

9:18 p.m. – Caller reports someone playing loud music at the skate park, 1957 Long. Officer responded, music turned down on arrival. Male advised of park hours and is leaving.

9:32 p.m. – Caller reported a male in bathroom possibly doing drugs, 1207 Long, Mr. Lucky’s Deli. Officer responded and arrested Mathew Carl Martin, 30, for possession of meth and heroin, and for a parole violation. He was lodged at Linn County Jail.

9:50 p.m. – Caller reported a naked male in the parking lot, 1540 Main, Safeway. Officer responded, contacted male who was having some mental health issues. Officer game him a ride to another location.

July 20

9:15 a.m. – Faith Jasmine Hodge, 18, cited and released in the field for hit and run, property damage, and cited for no license, 18th and Main.

11:25 a.m. – Officer located a motor home on mill property off Green River. Report taken for criminal trespass and offensive littering.

2:11 p.m. – Thomas McCarthey, 56, arrested on Lebanon warrant for failure to appear on a criminal citation, 2200 block of Main. Transported to Lebanon Police Department.

3:49 p.m. – Officer located a firearm magazine in the roadway, 800 block of 22nd. Placed in found property.

6:14 p.m. – Callers reported a two-vehicle crash. No injuries. No citations. Report taken. Damage more than $2,500.

6:35 p.m. – Heather Kelly, 40, cited and released in field on Sweet Home warrant for failure to appear on original charge of second-degree theft, 5401 Main St., Lakeside Market.

8:25 p.m. – Joseph Blisseck, 19, cited for minor in possession of alcohol and careless driving, Evergreen and W. Pine.

9:13 p.m. – Sara Kay McBee-King, 28, cited on Sweet Home warrants for second-degree theft, failure to appear on original charge of third-degree theft and failure to comply on original of theft of services, Polk County Jail.

9:25 p.m. – 9:25 p.m. – Caller reported a male lying against a curb near the handicap parking, 1540 Main St., Safeway. Officer contacted an intoxicated male, who was fine. He moved on.

9:49 p.m. – Caller reported an intoxicated male in the parking lot trying to start fights with customers, 1540 Main St., Safeway. Officer responded. The male left the area on foot and would not speak with the officer.

10:18 p.m. – Caller reported kids making too much noise jumping on their trampoline, 4300 block of Citabria. Officer responded. Kids were no longer outside. Officer unable to locate any noise.
