June 24

1:12 p.m. – Dustin Kye Coughran, 28, arrested on Linn County warrant for probation violation of possession of meth and Lebanon warrant for probation violation and contempt of court on original charge of third-degree theft, 2405 Main St., Circle K. Transported to Linn County Jail.

1:18 a.m. – Caller reported her boyfriend is drunk and causing a scene, 1200 block of 23rd. Officer responded. Caller and girlfriend were having a minor disagreement. Male agreed to sleep in his car in the parking lot that night.

4:16 a.m. – Macayla Marie Jimenez, 22, served on Sweet Home warrants for failure to appear on original charge of third-degree theft and theft by receiving, Corvallis.

12:08 p.m. – Deputy located a boat stranded on the Quartzville Arm of Green Peter Reservoir with electrical problems. Towed to boat ramp.

12:21 p.m. Caller found a set of keys in the parking lot, 1980 Main St., Bi-Mart. Placed in found property.

4:32 p.m. – Weston Donovan Thompson, 27, arrested on Linn County warrant for failure to appear on original charge of possession of meth and failure to appear on a citation and on Lebanon warrant for contempt of court and probation violation, 12th and Tamarack. Transported to Linn County Jail.

9:17 p.m. – Robert Edward Hilliard, 48, cited for driving while suspended and driving uninsured, 3031 Main St.

June 23

7:34 a.m. – Caller reported an abandoned vehicle, 4400 block of Live Oak. Red 2005 Mazda 6 posted for removal on June 27.

10:19 a.m. – Richard Eugene Parker, 41, cited for driving while suspended in two-vehicle crash, 923 Main St. No injuries. Caller had reported another vehicle running into his.

4:51 p.m. – Deputy located a vehicle stopped in the middle of the road, 47100 block of Quartzville. The female owner told the deputy she was out of gas. Deputy gave her approximately 2 gallons from the gas he carries, allowing her to get her truck running and reach a gas station.

5:05 p.m. – Andrea Michelle Gali, 37, cited and released in field on Linn County warrant for failure to appear on possession of meth and Lebanon warrants for probation violation and contempt of court, 400 block of 7th.

5:13 p.m. – Christopher Thomas Meredith, 30, arrested on Linn County warrants for probation violation on original charge of failure to appear, failure to appear on original charge of possession of meth and failure to comply on original charge of failure to appear and Sweet Home warrant for failure to appear on original charge of second-degree criminal trespass, 15th and Long. Transported to Linn County Jail.

6:06 p.m. – Caller found an LG phone in the parking lot, 1300 block of Main. Placed in found property.

6:45 p.m. – Harvey Kapicka, 32, arrested on three Linn County warrants for failure to appear, 51100 block of Quartzville Road. Transported to Linn County Jail. Deputy responded to a report of a transient camp on private timber property near milepost 25. Others at the site cleaned it up and left the area. All were warned for trespassing.

6:46 p.m. – Caller found a wallet in the roadway, 45th and Main. Placed in found property.

6:53 p.m. – Kirstin Marie Mengore, 46, arrested on Linn County warrant for probation violation on original charge of possession of meth, 1200 block of Long. Cited and released.

8:10 p.m. – Caller reported that a male in a Ford came into her lane and sideswiped her, and a caller reported a female in a Dodge came into his lane and sideswiped him, Main and 60th. Officer assisted with the exchange of information.

8:18 p.m. – Richard Francis Burnside, 27, arrested on Linn County warrants for probation violation on original charge of failure to appear and for failure to appear on a citation, Lebanon warrant for contempt of court and probation violation on original charge of third-degree theft and a new charge of third-degree escape, 12th and railroad tracks. Transported to Linn County Jail.

9:24 p.m. – Samaritan Lebanon Community Hospital admitted a dog bite victim, 700 block of 5th. Report taken. Quarantine order issued.

11:29 p.m. – Heather Renae Fagan, 27, arrested on two Sweet Home warrants for failure to appear on original charge of providing false information to a police officer; Linn County warrants for parole violation on original charge of possession of meth and identity theft and failure to appear on original charge of false information on a criminal citation; Lebanon warrant for probation violation on original charge of second-degree theft; and Albany warrant for failure to appear on original charge of second-degree theft, 2300 block of Main.

June 22

6:41 a.m. – Shayne Thomas Landers, 22, cited for driving while suspended in two-vehicle crash, 900 block of Main. Other driver transported to Samaritan Lebanon Community Hospital by medics.

11:05 a.m. – Caller reported a dog charged him, 1530 Tamarack St., Mountain Shadows. Officer unable to locate. Left business card on owner’s door requesting contact.

11:27 a.m. – Caller reported possible drugs lying on the ground, 1530 Tamaracks St., Mountain Shadows. Seized for destruction.

1:29 p.m. – Officer posted a vehicle for removal, 800 block of Dogwood.

4:49 p.m. – Charas Lelaina Blanco, 45, taken into custody by Oregon State Police on a Sweet Home warrant for failure to comply on original charge of third-degree theft, Linn County.

9:13 p..m. – Robert Edward Hilliard, 48, cited for driving while suspended and driving uninsured, Heritage NW.

9:38 p.m. – David Duane Phillips, 62, arrested on Linn County supervisory warrant for probation violation on original charge of possession of meth, and R.C. Phillips, 50, arrested on Lebanon warrants for probation violation and failure to appear on original charge of driving while suspended. David Phillips transported to Linn County Jail. R.C. Phillips cited and released.

10:06 p.m. – Joshua Scott Dawson arrested for violating a restraining order, 41000 block of Highway 228. Transported to Linn County Jail.

June 21

1:11 a.m. – Officer located two juveniles on high school property, 1641 Long St. Officer warned both for curfew violation. A 13-year-old was released to a guardian. A 17-year-old was given a courtesy ride home and released to a guardian.

7:42 a.m. – Caller reported a theft, 1540 Main St., Safeway. Report taken. Loss valued at less than $30.

8:49 a.m. – Caller reported two males sleeping in the City Hall parking lot. Officer contacted them. They packed up and moved along.

9:02 a.m. – Caller reported windows broken out on an excavator, 1200 block of 44th. Report taken.

11:20 a.m. – Caller reported subjects sleeping in the entrance to Safeway near the old video store and barber shop, 15th and Nanina. Officer contacted a female who was refusing to leave. He advised she needed to pack up. The officer planned to check back later and make sure she left.

11:44 a.m. – Caller reported that a female who stole goods just left as a passenger in the white Cadillac, 1540 Main St., Safeway. Report taken. Loss valued at $5.

4:35 p.m. – Caller reported a female sleeping on the backside of the property, 1400 block of 18th, McCool Millworks. Officer contacted a female, who was fine. Officer advised her to move along.

6:38 p..m. – Heather Nicole Matney, 24, arrested on Sweet Home warrant for failure to appear on original charges of second-degree theft, first-degree criminal trespass and fourth-degree assault, Linn County.

7:57 p..m. – Caller reported a dog running around, 3200 block of Long. Dog placed in kennel until released to owner.

8:20 p.m. – Caller reported a male came in and ordered only a water then went to sleep in a booth, 2301 Main St., Taco Time. Officer contacted male, who moved along as requested.

June 20

12:08 a.m. – Caller reported her neighbor was doing yard work and making lots of noise, 900 block of 12th. Officer contacted the neighbor and advised her of the complaint. She agreed to choose a better time to do yard work in the future.

12:25 a.m. – Abigael Elizabeth Wood, 30, arrested on Linn County warrant for failure to appear on original charges of possession of meth, providing false information to a police officer and third-degree theft and new charges of resisting arrest and possession of meth, 18th and railroad tracks. Cited and released.

7:34 a.m. – Caller reported a motor home parked for three days, 2200 block of Long. Officer contacted registered owner, who agreed to move it by afternoon.

12:53 p.m. – Caller reported two stray dogs at her house, 300 block of W. Pine. Returned to owner. Owner counseled.

2:45 p.m. – Suzanne Marie Smith, 37, arrested on Sweet Home warrant for failure to appear on original charge of third-degree theft, Lebanon warrant for failure to appear on original charge of animal neglect and Linn County warrant for failure to appear on original charge of possession of meth; and Karen Rene Davis, 50, arrested for distribution of meth, possession of meth and felon in possession of a firearm, 41875 North River Dr. Both transported to Linn County Jail.

5:01 p.m. – Caller reported a neighbor’s dog goes onto her mother’s property barking and growling, 4900 block of Locust. Officer advised owner of the complaint.

6:16 p.m. – Caller reported that she left her phone at Safeway, 1540 Main St., and it was no longer there. Report taken. Loss valued at $600.

8:59 p.m. – Officer located a stolen vehicle, 1200 block of Long. Owner retrieved vehicle.

10:08 p.m. – Caller reported that someone threw a soda at her while driving by, 2200 block of Main. Report taken for harassment.

10:47 p.m. – Caller reported a male had just walked out from behind the high school auditorium carrying a pallet and long sticks, 1641 Long St. Officer contacted three juveniles who had taken some items that were lying next to a dumpster. Officer advised them to return the items and get permission to take them from school staff. Officer also warned them for curfew violation.

11:40 p.m. – Caller reported that someone stole her kitchen table, 1200 block of Nandina. Report taken. Loss valued at $100.

June 19

12:52 a.m. – Caller reported a dog barking for about 30 minutes, 2500 block of Long. Officer located a dog wandering around on church property. Officer unable to capture the dog or locate the owner.

2:35 a.m. – Jacob Reginald Bliss, 43, arrested on Linn County warrant for failure to appear on original charges of possession of meth, second-degree criminal trespass and two counts of felon in possession of a weapon; and Amanda Nicole Taylor, 28, cited for driving uninsured, failure to register vehicle and switched tags, east city limits. Bliss transported to Linn County Jail.

3:09 a.m. – Caller reported her neighbor’s shed door keeps opening and closing, 5400 block of Main. Officer responded. A cat was trapped inside the shed. Officer freed the cat.

3:21 a.m. – Billy Gene Seibert, 54, arrested on Linn County warrant for probation violation on original charges of providing false information to a police officer and two counts of possession of meth, 2405 Main St., Circle K. Transported to Linn County Jail.

7:18 a.m. – Caller reported a vehicle had been parked in the middle of the road for two days, Osage between 53rd and 54th. Officer responded and found the vehicle on the side of the road. Tagged for removal.

8:39 a.m. – Andrew Lawrence Smith, 29, cited for no license and driving uninsured, 18th and Main. Caller from Public Works had reported that while striping, a Dodge Durango sideswiped Public Works vehicles and continued west. Public Works vehicles were not damaged.

8:46 p.m. – Caller reported that someone broke into a motor home and multiple camping-related items were stolen, 49000 block of Quartzville. Report taken.

9:03 a.m. – Caller reported an ongoing problem with neighbor’s kids yelling nonstop, 1200 block of Osage. Officer contacted the parents of the children. Parents agreed to attempt to keep them quieter.

9:41 a.m. – James Eugene Mobley, 34, arrested for third-degree theft, second-degree criminal mischief and resisting arrest, 1540 Main St., Safeway. While attempting to detain a subject for a theft case, officer reported that the subject put several dents in the patrol vehicle.

11:51 a.m. – Caller reported a male on a black motorcycle weaving in and out of traffic eastbound on Highway 20 at the west city limits at 100 mph, shaking his fist and flipping people off. Officer unable to locate.

3:47 p.m. – Linn County Jail served a Sweet Home warrant on Steven Edward Grimm, 48, for failure to appear on original charge of possession of a controlled substance.

5:27 p.m. – Caller reported a neighbor threw a rock at her house at about 2 a.m., 4200 block of Long.

7:04 p.m. – Caller found a sick cat in a tree and did not know who it belongs to, 4900 block of Locust. Officer responded. The cat had made its way to the caller’s roof. Officer unable to retrieve it. It appeared to be suffering from a medical issue.

7:52 p.m. – Leesa Joanne Perdue, 43, arrested on Linn County warrants for failure to appear on original charges of possession of meth, possession of oxycodone, possession of heroin, two counts of possession of meth, third-degree theft, two counts of second-degree theft, two counts of possession of first-degree forged instrument, identity theft and second-degree forgery, Main and 19th. Transported to Linn County Jail.

8 p.m. – Officer located a male trespassing, 1530 Main St., Santiam Drug. Male had been warned for trespass and was advised to gather all his belongings.

8:13 p.m. – Caller found two gas cans on a deer trail near his residence, 1500 block of 9th. Placed in found property.

8:26 p.m. – Laryssa Jean Cox, 29, arrested on Linn County warrant for failure to appear on original charge of possession of heroin; and Hunter Ariel Ringheimer, 24, arrested on state warrant for escape from Santiam Correctional Institution, 1712 11th Ave. Both subjects transported to Linn County Jail.

8:54 p.m. – Caller reported the theft of a $130 bicycle within the previous 30 minutes, 1200 block of 44th. Report taken.

10:13 p.m. – Daniel Joseph Browand, 24, served on a Sweet Home warrant for failure to comply on original charge of third-degree theft, Corvallis.

June 18

8:02 a.m. – Caller reported a residence has multiple dogs and they are not let outside during the heat of the day, 800 block of 12th. Officer contacted the homeowner, who is fostering a rescue dog with puppies, which are taken to a gated area several hours per day.

10:37 a.m. – Caller reported a bicycle stolen from his back porch during the night, 1700 block of 54th. Report taken. Loss valued at $60.

12:43 p.m. – A 12-year-old male taken into custody for fourth-degree assault and harassment, 4900 block of Mimosa Circle. Transported to Linn-Benton Juvenile Detention Center.

2:15 p.m. – Caller reported the theft of 5 gallons of fuel during the night, 1500 block of 9th. Report taken. Loss valued at $20.

2:26 p.m. – Caller reported a bicycle left at the Senior Center for some time, 880 18th Ave. Placed in found property.

2:52 p.m. – Caller reported a dog was in a vehicle that had been parked at location since the previous night, Osage between 53rd and 54th. Officer located a friend of the owner, who took the dog. Vehicle was warm, but the animal was not in distress.

3:22 p.m. – Caller found a debit card, 1980 Main St., Bi-Mart. Placed in found property.

6:24 p.m. – Caller reported two juveniles appeared to be tearing off signs at the restroom at Northside Park, 1712 11th Ave. Officer contacted both juveniles, ages 10 and 11, and took them home to their parents. They were not charged due to their ages. Several signs needed to be secured to the building.

7:15 p.m. – Caller reported a canopy window broken during the night, 1700 block of Dogwood. Report taken. Loss valued at more than $200.

7:22 p.m. – Caller found a rain jacket and rain pants, 1500 block of 9th. Placed in found property.

8:18 p.m. – Ross Allen Scott, 24, served on a Sweet Home warrant for failure to comply on original charge of third-degree theft, Benton County.

8:56 p.m. – Caller reported a trailer parked for an extended period, 800 block of Dogwood. Officer posted a trailer and 1999 Honda Accord for removal.

9:40 p.m. – Amanda Leah Binks, 25, cited and released in field on Sweet Home warrant for failure to comply on original charge of second-degree disorderly conduct; and Tony Ray Roebuck, 24, cited and released in field for failure to comply on original charge of second-degree criminal trespass, 2456 Long St.

11:54 p.m. – Darren Wade Botts, 51, cited and released in field on Sweet Home warrant for failure to appear on original charge of failure to report as a sex offender, 1323 Nandina St.
