10:58 a.m. – Caller reported a dog howling, 1200 block of Nandina. Dispatch contacted the owner and advised him of the complaint. He would be back later in the afternoon. The caller advised to call back in the evening if the owner was not home.
11:16 p.m. – Caller reported vehicles with no license plates, 4824 Main St., Hilltop Market. A male who lives next door said the vehicles belong to him, and he was making room for them on his property. He said he would notify the store.
4:28 p.m. – Caller reported a subject sleeping in the handicap boat ramp for the past couple of days and a green Ford with someone living in it parked in the lot for several days, Pleasant Valley Boat Ramp. Officer contacted a male in the Ford. He said he was enjoying the day in the park and would be on his way that night. Officer contacted subjects in the handicap ramp. They said they were laying out their sleeping bags to dry and enjoying the river. They were all advised of the complaint.

8:29 p.m. – Harvey Michael Kapicka, 31, arrested for second-degree disorderly conduct, 1950 Main St., Sweet Home Police Department. Cited and released.
10:13 p.m. – Oregon State Police arrested Joshua Johansen Jones, 32, arrested on Sweet Home warrant for fraudulent use of a credit card. Cited and released.
May 20
4:18 a.m. – Police officer impounded a vehicle and seized a firearm, 18th and Kalmia. When a police officer initiated a traffic stop, Police Chief Jeff Lynn said, the driver of the vehicle allegedly fled from the vehicle. The officer identified the driver as Joshua Pruitt, 22. During the impound of the vehicle, a passenger said there was a firearm in the vehicle that the driver didn’t know about it. The vehicle and firearm are owned by another person, who was not in the vehicle. The officer seized the firearm for safekeeping. Firearm belongs to the owner of the vehicle. Pruitt is wanted for eluding a police officer on foot.

11:21 a.m. – Caller reported that neighbors have been gone since morning and left their dogs outside, 2900 block of Harding. The dogs were barking nonstop. Dogs were barking upon officer arrival. Officer left a business card for the owner.

5:01 p.m. – Caller reported a suspicious male riding a small girl’s bike and checking out residences, 4500 block of Airport Lane. Officer saw the male earlier. The male collects bicycle parts.
