Talks may lead to SH murder case deal

Deputy District Attorney George Eder said this week the state is willing to discuss resolving a murder case against Trevor Paul Webb of Sweet Home without the need for trial after the defense and the prosecution have time to prepare.

Eder made the statement in a May 1 letter to Linn County Circuit Court Judge DeAnn Novotny. In the letter, Eder gave a summary of the March 27 incident in which Ryan Chamberlain, 36, was killed, as well as other related details.

An early resolution conference was scheduled for Tuesday, May 2.

At approximately 6:35 p.m. on Monday, March 27, the Sweet Home Police Department received several reports of gunshots around the 1600 block of 13th Avenue, a residential area.

Police responded and located the Chamberlain in the driver’s seat of a vehicle, north of the intersection of 13th Avenue and Poplar Street. He had several gunshot wounds, according to police.

Eder’s summary provided more details, including that several people, including Chamberlain, “arrived in a car and parked in front of the house,” according to Eder’s letter.

Chamberlain, John Pablo Scott Jr. and Sirena Patricio went up to the house, according to the letter.

The “defendant came to the door, words were exchanged, and (the) defendant’s girlfriend, Erica Fogarty, also came to the door.”

A laptop was stolen from the house and Chamberlain, Scott and Patricio returned to the car, according the letter.

Webb and Fogarty “went out front,” and Webb “fired a handgun, hitting Mr. Chamberlain in the driver’s seat, the car rolled down the street a short way, collided into a garage, and stopped,” the letter states.

Webb and Forgarty were found at the house.

Scott and Patricio were located quickly and arrested on outstanding warrants.

Medics from the Sweet Home Fire and Ambulance District transported Chamberlain to an area hospital.

He was declared dead at 10:22 a.m. the next day, March 28, according to a SHPD news release.

SHPD provided the state with a list of items seized in the course of their investigation and Eder said that list will also be provided to Webb’s attorney.

According to Eder’s letter, police seized a firearm and bullet casings in the area outside Webb’s house, a spent bullet and some other handgun ammunition from the car. Fragments of a bullet and a bullet jacket were seized during the autopsy.

Items believed to contain controlled substances were seized from Webb’s house.

“All those things are being sent to the (Oregon State Police) Forensic Services Division this week for laboratory examination,” Eder said. “Other physical things may be sent for examination later.”

He added that if the defense attorney wished to have any particular items examined, the state would arrange for that.

The state has provided the defense attorney with officer body camera recordings, which include some witness interviews, as well as photographs and narrative reports.

As of May 1, Scott and Patricio were still in Linn County Jail, as was Webb.

“Defense counsel, both directly and through us, have requested that the defendant not have any contact with Mr. Scott, especially,” Eder said in his letter. “Jail staff are doing all they can to insure that there’s no contact.”

Patricio’s and Scott’s attorneys are aware that their clients are involved “in some fashion with what happened” in Webb’s case.

Eder asked Novotny to set another resolution conference, “together with whatever tasks and deadlines the Court chooses.”

Burglaries at Webb’s house

Webb’s house has been burglarized twice – on April 3 and April 13.

“As of this time, it is unknown whether the burglary of the residence and the murder are related,” said SHPD Chief Jeff Lynn.

The April 3 incident is still under investigation, but Lynn said it is potentially related to the April 13 burglary.

“When officers arrived at the location they were provided a description of a possible vehicle involved in the burglary,” Lynn said.

At approximately 8:41 p.m. on April 13, officers located the described vehicle, a 1981 Ford pickup, in the Sweet Home area.

Officers contacted the two people in the vehicle and recovered numerous items that had been stolen from Webb’s house, Lynn said.

Jesse Michael Langdon, 35, and Ruth Gaynelle Robbins, 44, both of Sweet Home, were arrested on suspicion of first-degree burglary.

Both subjects are listed by police as transients in the Sweet Home area. They were lodged at the Linn County Jail.
