Why bother with an election?

I have been gathering information on past sheriffs. I went back from 1953 to 2005. It is my understanding that George Miller was sheriff from 1953 to 1973, Ken Goin from 1973 to 1987, Martinak from 1987 to 1995, Burright from 1995 to 2005, and Mueller acting sheriff from 2005 to present.

I find it interesting that each sheriff has resigned short of completing his last term. They have appointed the undersheriff so that he or she may run with “Sheriff” in front of his of her name without ever having been elected. Tim Mueller signs say “keep” instead of “re-elect” but in small letters. Placing “Sheriff” in front of the name gives unfair credibility to that person over anyone running against him.

It seems that it is purposely set up so that the sheriff actually selects his own replacement, so then why bother with an election? Why not save the county a lot of money and let the county commisioners take applications and select the most qualified applicant for the job?
