Upscale Riggs Hill project construction to start once city issues final permits

The Lund family is nearing completion of Lake Pointe Estates, their new high-end subdivision overlooking Foster Reservoir.

Last week, Ram Jack West, a Eugene contractor specializing in foundations, completed “soil nailing” on the hillside parcels.

In the process of soil nailing, Ram Jack West drove 20 metal rods, all of them longer than 10 feet, into the hillside to prevent movement, one of the key challenges in developing the property.

The subdivision is located on the hill to the west of Riggs Hill Road. It is accessed by a road located south of The Point Restaurant near the base of the hill.

“Once this is done, all we have is the water supply,” said Eric Lund, one of the family partners involved in the project. “A water pump station supplies water to the 19 lots.”

The Planning Commission gave its approval to the project in August following a development hiatus that started in 2006.

Eric Lund’s father, Bill Lund, purchased the property in 1999 and began the development process. Bill Lund and his three sons, including, Eric, David and Mark, are partnered in the development today.

The subdivision includes 19 lots on 12.18 acres. Lots range from 10,500 square feet to 77,000 square feet. Homes on the south side will be two stories, overlooking single-story homes that have a direct view of the lake to the north.

The developers are hoping to sell homes in the subdivision for about $300,000.

The water supply rounds out the infrastructure phase of the project except for a couple of minor details, Lund said. Construction will begin on two homes, lots eight and 12, and the developers will work on two homes at a time if they can.

Lund said he hopes to start construction in March, depending on how quickly they secure final permits. Construction will begin two to four weeks following permitting.

“I feel great,” Lund said. “It’s been on hold since 2006, and a lot’s changed that we weren’t expecting.”

Once the first home is complete, he hopes in June, the Lunds will host open houses and possibly a barbecue to allow the community to come take a look.

Lund would like to see the first home for sale by July.

“We have a great realtor team,” he said. Keller Williams in Corvallis, is already working on marketing the properties. The real estate team will have drawings and photos from the subdivision available soon.
